New Guidelines Empower Universities to Protect Human Rights Defenders

At the end of 2024, The University of York’s Center for Applied Human Rights launched a significant new resource: the Guidelines for Universities Hosting Human Rights Defenders.

In the present climate of rising populism and authoritarian rule, these guidelines provide much needed structure for a safe civic and political space for human rights activism, highlighting the role of universities as allies. This living document is collaboratively crafted by universities, NGOs, donors, and human rights defenders. 

Designed to inspire and guide universities in relocation efforts, the Guidelines explain why this work is critical and offer practical tools for institutions aiming to engage in protection initiatives. They also serve as a repository of best practices for universities already involved in this field, fostering a stronger international network of support for human rights defenders from the Global North and the Global South. The Guidelines will soon be available in Arabic, French, Portuguese, Spanish, and Swahili, broadening their accessibility and impact. 

This initiative aligns with the broader mission of the University of York’s UNESCO Chair in the Protection of Human Rights Defenders and Expansion of Political Space. Based at the Centre for Applied Human Rights, the Chair aims to enhance the role of universities in activism and protection through multi-stakeholder communities of practice. These communities serve as dynamic spaces for dialogue, knowledge exchange, collaboration, and advocacy. 

The Channel Foundation’s grantee partner, Front Line Defenders (FLD), contributed to the development of these Guidelines, reinforcing the commitment to strengthening global protection mechanisms for human rights defenders.
